Use your Flemingo operator account (stored in Keycloak) to manage tenants.

For production, prefer the Keycloak login flow (SSO). Password login is dev-only.

Creates/updates the tenant registry record. Resource provisioning (tables/domains) still happens via Terraform in the dev scaffold.
